Abstract: :: There is a growing realisation in the Country, especially at political level, that there is need for harmonisation between the state and the society, more so in case of a pluralistic society. The harmonisation of state and society in a pluralistic society requires recognition of pluralistic culture and cultural differences between linguistic, cultural, religion and regional groups, adequate representation in the institutional structure and adequate opportunities for socio– economic and cultural growth of these groups. A level playing field for socially and economically deprived groupings is also imperative. It also requires application of the principles of justice, fair play and equality. Federalism provides possibility of adequate representation to the territorially organised ethnic communities. There is a possibility of realising the Federal idea of ‘self rule’ and ‘shared rule‘. In Indian context, territorially organised communities are also identified broadly by the languages they speak. Probably this is why Indian Federal structure was framed on the basis of linguistic consideration. There is also an attempt to provide equal economic opportunity and resource sharing by giving certain benefits to socio-economic backward section of the society.
