The Right To Information (RTI) is derived from our fundamental right of expression under Article 19. If we do not have information on how our Government and public institutions function, we cannot express any informed opinion on it. The Supreme Court had ruled in the Raj Narain case, "…In a government of responsibility like ours, where all the agents of the public must be responsible for their conduct, there can be but few secrets. The people of this country have a right to know every public act, everything that is done in a public way by their public functionaries. … Their right to know, which is derived from the concept of freedom of speech, though not absolute, is a factor which should make one wary when secrecy is claimed for transactions which can at any rate have no repercussion on public security." The right has existed since the time India became a republic, but was difficult to enforce without going to court. After a decade and a half of struggle by the civil society, the codification of this important right of citizens was done in the form of the RTI Act. Under the Act, the State or Central Information Commission, as an independent Constitutional Authority, has been entrusted to protect this fundamental right of the people. RTI allows the common man to participate in the democratic process and provides vigilance over the governance process. |
To create maximum awareness, sensitisation and education amongst the general public on fundamental concepts and nuances of such an important act the Vishwa Yuvak Kendra is organising a three day programme on Right to Information from 28 – 30 September, 2010. |

In this context we request you to depute representatives from your organisation to participate in the programme. You may also kindly note the following: :

(1) The participants would be provided free board at Vishwa Yuvak Kendra. They will also be provided accommodation at our dormitories (separate for boys and girls) from 27 September afternoon to 01 October 2010 morning.
(2) Each confirmed participant would be required to pay Rs.1000.00 (Rs. One Thousand only) towards registration fee by Demand Draft in favour of Vishwa Yuvak Kendra.
(3) The programme would commence with registration at 10.00 am on 28 September, 2010.
(4) Please ensure that the participants’ educational qualification is minimum graduation with preferably 2 years experience in the NGO sector.
(5) Travel expenditure will be borne by the participants.
(6) Age of the participants should not exceed 35 years.

How to Apply
The participants have to make an extra payment as per Kendra’s rule for food and accommodation availed before 27 September afternoon and after 01 October, 2010 morning. Please send the completed application form along with the Demand draft for Rs.1000/ (Rs.One thousand only) latest by 30 August, 2010 to confirm your participation |
